
About Us
First funded in 2008, CIPP’s overall mission is to advance the rigor of evaluation and project activities conducted by or for OSEP-funded projects so the results may be used to improve project performance and improve OSEP’s funding decisions and strategic planning. CIPP is led by Westat, a social science research firm in Rockville MD, and its subcontractors, Compass Evaluation & Research, SRI International and Westat-Insight.
We provide supports in three key areas.

Project Evaluation Technical Assistance and Resources
CIPP provides technical assistance (TA) in evaluation and performance measurement to grantees under four programs (Parent Centers, Technical Assistance and Dissemination, Education Technology Media and Materials, and Personnel Development). GPRA Data and Reporting
CIPP provides support to OSEP in conducting Government Performance and Results Modernization Act (GPRA) measurement. Grantees and panelists can login below to access their account for the GPRA data collection process.

Project Mid-Term (3+2) Reviews
CIPP provides support to OSEP in conducting 3+2 Reviews, where an external panel of experts evaluates the work that selected grantees have completed and recommends any mid-course corrections. Grantees and panelists can login below to access the 3+2 Reviews.
